The City Council stated that they would be open to the plan if the NBA agreed not to leave Rogers Arena until the new facility opens. But the league refused to agree, saying the arena wasn't big enough for them anymore. They were not interested in playing there anymore, as it was too small. They felt asking them to continue playing in a smaller venue was unfair when they weren't getting any extra revenue.
The City Council then asked the province to step in and help out by offering financial assistance. Although the province was willing to donate $150 million, the City Council still needed additional $100 million. That was when the City decided that it would instead concentrate on building an arena downtown.

The Toronto Raptors suffered a poor debut season. They won only 21 games. The 1995-1996 Toronto Raptors' inaugural season in the National Basketball Association was the first season for the Toronto Raptors. Along with the Vancouver Grizzlies, the Raptors were also one of the expansion teams that joined that league. It was also the first NBA season playing outside of the United States.
Isiah Thomas, an All-Star pointguard and former Detroit Pistons legend became the team’s General Manager. He helped with the draft, which yielded Damon Stoudamire, who would go on to win Rookie of the Year. They also acquired Tracy Murray and Oliver Miller in separate trades. Thomas also introduced a brand new primary logo, featuring a play by basketball dinosaur and new pinstripe jerseys with the logo. The Raptors added purple to their color scheme.
The Raptors' debut under new head coach Brendan Malone on November 3 ended in a victory against the New Jersey Nets at the SkyDome, but they lost their next seven games.
Murray was second on the team for scoring, with an average of 16.2 points per contest. He also led the team by scoring 151 three-point field goal attempts during that season.
